Barbara Joannon
Migration and Protection Consultant
Since 2014 and the start of the asylum crisis in Europe, I have been involved in coordination, project cycle management, advocacy and capacity building related missions with the aim of contributing to greater respect of human rights of migrants, asylum seekers, refugees, discriminated minorities and people with specific protection needs, such as children, IDPs, victims of trafficking and stateless people. I have worked for and with a broad range of stakeholders, including UN agencies, European institutions, French national and local authorities, international and national NGOs as well as grassroots’ organizations. I am working as an independent consultant since late 2017.
ABOUT ME
EDUCATION & TRAINING
I studied political sciences and international relations at Sciences Po Lyon and graduated in 2014 with a master’s degree “Globalisation and Governance”. Since 2014, I have continued learning and improving my knowledge and skills through training programmes, both online and on-site.
WORK EXPERIENCE
I started my career on migration in Brussels, focusing on international migration and EU migration policies before joining the NGO sector. After three years advocating for asylum seekers and refugees’ rights at EU level and coordinating a project for the protection of victims of trafficking, I decided to work as a consultant. Since late 2017, I have successfully implemented about ten different missions for various organisations in France and Europe and achieved a short-term humanitarian mission in Ukraine with UNHCR.
VALUES & COMMITMENTS
Since I was a student, I have been volunteering with civil society groups committed to uphold human rights and guarantee the dignity of all individuals. I still volunteer with a local organisation in my neighbourhood in Paris. I am a Fellow of the Human Rights International Network Humanity in Action. I find consistency and alignment fundamental: as a person, as a citizen and as a professional I strive to implement and promote the values I treasure the most, namely justice, kindness and integrity.

She combines very advanced project management abilities with in-depth knowledge of European policy relating to migration and asylum, which is a rare find. “As part of her first consultancy mission with the French Development Agency, Barbara has successfully coordinated the formulation of the French joint action plan on international migration and development, adopted by national authorities in February 2018. Her capacity to listen, her adaptability, her writing and analytical skills as well as her strong working ability and commitment are highly valuable. She is a brilliant collaborator I have worked with on several missions.”
Olivier Kaba, Migration Project Manager and Expert – French Development Agency
“I have met very few people like Barbara in my professional career. Thanks to her and together we moved from a scheme idea to fight against disinformation on migration to a well-structured, ambitious, operational fully funded project. Both during the design and implementation phases, she has demonstrated a large and varied range of skills: strategic thinking and support skills, design of an editorial line and implementation to various media (social media, online articles, etc.) as well as facilitation of multi-stakeholders’ workshops and qualitative partnerships. It is also really nice working with Barbara who is gifted with a strong ability to listen, a great creativity and a contagious optimism! I warmly recommend working with her!”
